Q. I have just ordered in Amlodipine 10mg/5ml oral solution, can I claim out of pocket expenses and broken bulk?

A. Amlodipine 10mg/5ml oral solution is a special listed in Part VIIIB of the England and Wales Tariff or Part 7S of the Scotland Tariff.

Any out of pocket expenses are covered by the £20 ‘SP’ endorsement. Broken bulk cannot be claimed on special products, however a product can be used as a stock item.

In other words, provided the product remains within its expiry date it can be used for more than one prescription.

Below is a table outlining how to endorse prescriptions for specials in England, the fees that can be claimed and the recording requirements.

An endorsement previously used for claiming exemption from discount deduction. This process is now fully automated so the endorsement is no longer required. Therefore, you will subject to clawback on these lines. BUT for non-tariff products it is assumed that you endorse NET Price therefore automatically treated as a ZD lines therefore no clawback is applied.

Out of pocket expenses**

Contractors do not need to claim Out of Pocket expenses (OOPE) as arrangements for claiming & declaration on FP34c are different. The PSNC maintain that we technically get OOPE through the SP endorsement.

Records

Normal record keeping applies

For Specials not listed in Part VIIIB, the contractor should stamp, date, initial and endorse the Certificate of Analysis (COA)/ Certificate of Conformity (COC) with the price paid and prescriber's details. At the end of each month, these should be sent to the CCG of the prescriber.
All patient details must be removed prior to sending to the CCG.
